In den Organisationen der zivilen Gefahrenabwehr hingegen gibt es erhebliche Defizite bei der Erfassung und Weitergabe von Wissen, obwohl auch hier große Abhängigkeiten vom Erfahrungswissen bestehen. Diese Arbeit analysiert am Beispiel der Feuerwehr die Gründe für diese Diskrepanz und entwickelt ein Konzept, das das Wissensmanagement im Feuerwehrwesen nachhaltig verankern soll. Eine deutschlandweite Umfrage mit 577 Einsatzkräften ergab, dass eine digitale Verwaltungsunterstützung bereits verbreitet ist, das Wissen jedoch vornehmlich per E-Mail, Chat, mündlich oder per Aushang verteilt wird. Die Teilnehmenden wünschen sich eine Lösung für das Wissensmanagement, die im Einsatz, bei Aus- und Weiterbildung sowie der Verwaltungsarbeit unterstützt. Auf der Umfrage und einer systematischen Literaturrecherche aufbauend, wurde der Handlungsbedarf identifiziert. Darauf basieren die Ableitung der Anwendungsbereiche sowie Rahmenbedingungen, welche sich in den Anforderungen an ein Wissensmanagementsystem widerspiegeln. Das Umsetzungskonzept beschreibt die Systemarchitektur der Lösung, die auf einem open-source Wiki mit passenden Erweiterungen beruht. Abgeschlossen wird die Arbeit mit der Demonstration und Evaluation der Lösung."},{"lang":"eng","text":"In the corporate context, knowledge management is an established field of research and practice that aims to improve efficiency and competitiveness. In civil emergency response organizations, on the other hand, there are considerable deficits in the acquisition and transfer of knowledge, although there is great dependence on empirical knowledge, too. This paper uses the example of the fire department to analyze the reasons for this discrepancy and develops a concept to anchor knowledge management in the fire department in the long term. A Germany-wide survey of 577 firefighters revealed that digital administrative support is already widespread, but that knowledge is primarily distributed by email, chat, verbally or via paper. The participants seek for a knowledge management solution that provides support during incients, training, as well as administrative work.Based on the survey and a systematic literature review, the need for action was identified. The areas of application and framework conditions, which are reflected in the requirements for a knowledge management system, are based on this. The implementation concept describes the system architecture of the solution, which is based on an open-source wiki with suitable extensions. This paper conducts a Systematic Literature Review at the intersection of the knowledge management field and disaster management and examines the available body of literature. Fire departments are chosen as the focus group as they are the most prevalent emergency services. There are many publications that deal with knowledge management during the response phase of an emergency. Often, the literature focuses on the application of knowledge management in large-scale disasters to link the various organizations on-scene. What is missing in most approaches is a prior step of implementing and training the knowledge management system. Therefore, this literature review seeks to provide an overview of approaches for daily routines and small-to-medium incidents that serve as a training ground. However, literature on non-incident phases and smaller incidents is scarce. Besonders im Fokus steht dabei die Möglichkeit, Skizzen oder Zeichnungen als Eingabeform auf einem mobilen Tablet-PC den Beobachtern zur Verfügung zu stellen. Dazu wird nach der Design Science Research Methodology vorgegangen, um den Verlauf der Arbeit strukturiert und nachvollziehbar zu gestalten. Zu Anfang wird eine Recherche in Konferenzbänden und Rechercheportalen über das Internet durchgeführt, wovon ausgehend nach weiteren relevanten Quellen zu der Thematik der (Übungs-)Beobachtung gesucht wird.\r\nAuf Basis dieses Standes der Technik wird im Anschluss ein Konzept erarbeitet, das die bisher erzielten Ergebnisse des RescueLab Projektes aufgreift und die gefundenen Lösungen ineinander integriert. Fokussiert auf den Nutzen für eine spätere Evaluation der Übungsbeobachtungen sollen verschiedene Ansätze vorgestellt und ihr Einfluss mit ihren Vor- und Nachteilen erläutert werden. Neben der Eingabeform der Skizzen soll die Kommunikation unter den Beobachtern hinsichtlich der Fragestellung, wie diese in die Tablet-App integriert werden könnte, betrachtet werden. Durch die Erweiterung der Funktionen der Benutzeroberfläche kann die Neugestaltung des graphical user interfaces (GUI) im Anschluss notwendig werden. Dazu soll ein Vorschlag für eine Aufteilung der Bedienelemente gegeben werden, der die Richtlinien der Software-Ergonomie berück- sichtigt.\r\nTeile des erarbeiteten Konzeptes sollen im Anschluss realisiert werden. Dazu wird auf die bestehende Implementierung des RescueLab Projektes zurückgegriffen, da diese bereits sehr weit fortgeschritten ist und als Quellcode zur Verfügung steht.\r\nAbschließend werden die erzielten Ergebnisse evaluiert und zusammengefasst.
