In der sozialpädagogischen Forschung wird Partizipation als zentrale Voraussetzung für das gesunde Aufwachsen von Kindern und Jugendlichen hervorgehoben.\r\n\r\nMit Blick auf die Heimerziehung der vergangenen 20 Jahre zeigt sich, dass der Fachdiskurs frühzeitig die Notwendigkeit von Partizipation in Institutionen der Heimerziehung erkannt und gefordert hat. Zugleich verweisen die empirischen Studien auf deutliche Hemmnisse in der Umsetzung der fachlichen Forderung.\r\n\r\nGleichzeitig impliziert die Veränderung, Beteiligung als grundlegendes Recht von Kindern und Jugendlichen zu konzeptionieren und als solches über organisational verankerte Beschwerdemöglichkeiten abzusichern, eine neue Qualität der Fachdebatten und professionellen Ansätze in der Heimerziehung. This UN Convention has influenced professionals and policy-makers worldwide. Thereby participation in kindergarten refers to children’s possibilities to exercise influence on a range of topics from the rules that are applied in the nursery’s course of a day, the daily program, the interior design of the facility, etc. Which possibilities for participation children actually have in their everyday lives and how they perceive these possibilities has not been sufficiently answered in the international discourse. Based on a standardized survey with 4 and 5 year old children on their experiences with various aspects of participation in pre-school institutions the paper contributes to international childhood and participation research. The empirical findings are related to the democracy-theoretical inspired figures of early childhood institutions as “nurseries of democracy” and broader reflections on social inequalities in early childhood. But our perceptions of the role of an increasingly civil society in framing national decision-making processes during the 1970s – for instance, through trade associations or nongovernmental organizations – is blurred. Both civil society and economic actors crafted similar policies, though for different purposes: some – with regard to the north–south divide – focused on the conservation of the ocean’s resources over the long term, whereas others were more concerned with short-term economic benefits. This article asks which arguments legitimized property and usage rights, and which resource narratives were used.
