The government reacts by altering the law, and by conducting audits, respectively. These phenomena are modeled as a strategic interaction between all taxpayers: the more taxpayers optimize, the lower the optimization result as a consequence of the government tightening the tax law. The more taxpayers evade, the higher the risk of detection because of the tax agencies increasing the audit probability. It emerges that, in equilibrium, the population shares of optimizers and evaders are not interdependent; rather, they both increase to the detriment of the share of non-optimizing taxpayers. If the government reacts to changed optimization behavior with too large a delay, an equilibrium tax law cannot be reached. Based on unique data from a global survey of tax consultants which was conducted in 2016 by Hoppe et al, novel insights can be provided into the complexity of the South African tax system. The data enable a comparison of South Africa with the global mean of tax complexity, as well as with its major trade and investment partners. It is further possible to distinguish between different areas of tax complexity, ie, tax code complexity (complexity inherent in the different regulations of the tax code) and tax framework complexity (complexity that arises from the features and processes of a tax system). Frequent changes in tax regulations, ambiguity and interpretation, as well as record-keeping, are found to be the most important complexity drivers in the tax code of South Africa. The analysis further highlights that anti-avoidance provisions, such as transfer pricing and controlled foreign corporation rules, are perceived as most complex. With respect to tax framework complexity, the poor disclosure of audit selection criteria, the lack of experience or technical skills of tax officers in the audit process and problems associated with tax refunds appear to be serious concerns. Even though South Africa’s overall tax system complexity does not seem to differ very much from other related countries, a closer look into the details reveals a number of future challenges.}}, author = {{Hoppe, Thomas and Safaei, Reyhaneh and Singleton, Amanda and Sureth-Sloane, Caren}}, booktitle = {{Tax Simplification - An African Perspective}}, editor = {{Evans, Chris and Franzsen, Riël and Stack, Elizabeth}}, isbn = {{978-1-920538-96-5}}, pages = {{267--293}}, publisher = {{Pretoria University Law Press}}, title = {{{Tax Complexity for Multinational Corporations in South Africa - Evidence from a Global Survey}}}, year = {{2019}}, } @article{21427, abstract = {{Under the German Inheritance Tax and Gift Tax Act, the transfer of business assets can be exempted from taxation up to 100%. These aims can be achieved by reducing the weight of the car, which further improves the driving dynamics. In most currently mass-produced cars, the body accounts for one of the largest parts by weight, and hence designing a lightweight car body assumes great importance for reducing fuel consumption and CO2 emissions. Extremely lightweight designs can be achieved by using purely composite materials, which are very light but also highly cost intensive and not yet suitable for large scale production due to the necessity of manual processing. A promising approach for the automated, large-scale production of lightweight car structures with a high stiffness to weight ratio is the combination of high strength steel alloys and CFRP prepregs in a special hybrid material/fiber metal laminate (FML) – which can be further processed by forming technologies such as deep drawing. In current research work at the Chair of Forming and Machining Technology (LUF) at the University of Paderborn, innovative manufacturing processes are being developed for the production of high strength automotive structural components made of fiber metal laminates. It is based on surveys of highly experienced tax consultants of the largest international tax services networks. The index, called the Tax Complexity Index (TCI), is composed of a tax code subindex covering tax regulations and a tax framework subindex covering tax processes and features. For a sample of 100 countries for the year 2016, we find that the level of tax complexity varies considerably across countries, while tax code and framework complexity also vary within countries. From a global perspective, tax complexity is strongly driven by the complexity of both transfer pricing regulations in the tax code and tax audits in the tax framework. When analyzing the associations with other country characteristics, we identify different correlation patterns. For example, tax framework complexity is negatively associated with countries’ governance, suggesting that strongly governed countries tend to have less complex tax frameworks, while tax code complexity is positively associated with the statutory tax rate, indicating that high-tax countries tend to have more complex tax codes. However, none of the observed associa-tions are very strong. In order to deal with these challenges, they respond with an increasing number of product variants, which are managed through variants management methods like modularization. Manufacturers of mobility solutions are also facing higher demands regarding environmental protection and sustainability. Therefore, energy consumption plays a key role in current considerations of mobility solutions and the whole life cycle of a product is considered for controlling and cost calculation. Lightweight design plays a major role for achieving objectives regarding a reduced energy consumption and fulfilling a high functionality of mobility solutions. Modular lightweight design combines the advantages of modularization and lightweight design to enable a modular product with the lowest possible weight. The combination of both methods enables the usage of a cost-efficient lightweight design approach. The presented work will give an overview over the economic aspects and discusses how to utilize the combination of both aspects in a profitable way. The emphasis lies on enabling a cost-efficient design to exploit the potentials of modular lightweight design. The estimation of the profitability is especially important for development decisions in an early phase of product development. Such requirements are not explicitly captured by the C language and could potentially be violated by compiler optimizations. As a result, developers typically use indirect methods to hide their code's semantics from the compiler and avoid unwanted optimizations. However, such workarounds are not permanent solutions, as increasingly efficient compiler optimization causes code that was considered secure in the past now vulnerable. This paper is a literature review of (1) the security complications caused by compiler optimizations, (2) approaches used by developers to mitigate optimization problems, and (3) recent academic efforts towards enabling security engineers to communicate implicit security requirements to the compiler. In addition, we present a short study of six cryptographic libraries and how they approach the issue of ensuring security requirements. With this paper, we highlight the need for software developers and compiler designers to work together in order to design efficient systems for writing secure software.}}, author = {{Shivarpatna Venkatesh, Ashwin Prasad and Handadi, A. In our previous publications, we introduced the concept of Key Performance Indicators (KPIs) for mechatronic systems as a concept to assess the condition and quality of products and production processes in a graspable yet substantial and efficient way. In this paper, we further refine our KPI concepts und evaluate them for two different use cases: we apply our KPI concept to a manufacturing process in the mechatronic system domain and an operation process in the food production domain. We provide detailed insights in how we applied our concepts within these domains and report about lessons learned. In addition, we provide a business case estimation for our soft-ware solution that assesses the KPIs of our food production domain example.}}, author = {{Wohlers, Benedict and Dziwok, Stefan and Pasic, Faruk and Lipsmeier, Andre and Becker, Matthias}}, journal = {{International Journal of Production Economics}}, title = {{{Monitoring and Control of Production Processes based on Key Performance Indicators for Mechatronic Systems}}}, year = {{2019}}, } @inproceedings{20810, author = {{Jean, Frederic and Maslovskaya, Sofya}}, booktitle = {{2018 IEEE Conference on Decision and Control (CDC)}}, isbn = {{9781538613955}}, title = {{{Inverse optimal control problem: the linear-quadratic case}}}, doi = {{10.1109/cdc.2018.8619204}}, year = {{2019}}, } @article{20811, author = {{Jean, Frédéric and Maslovskaya, Sofya and Zelenko, Igor}}, issn = {{0046-5755}}, journal = {{Geometriae Dedicata}}, pages = {{279--319}}, title = {{{On projective and affine equivalence of sub-Riemannian metrics}}}, doi = {{10.1007/s10711-019-00437-1}}, year = {{2019}}, } @inproceedings{20849, author = {{Unruh, Eduard and Hein, David and Meschut, Gerson and Bähr, Philipp and Sommer, Silke}}, booktitle = {{9. Therefore, LBM has to overcome different problems such as a low productivity and minor economic efficiency. Support structures are essential for LBM; however, these structures contribute to the mentioned topics, because their removal is time consuming and cost intensive. To enable design engineers and operators to increase the efficiency of LBM, design guidelinesfor support structures suitable for post-processing are developed. For this purpose, the effect of different design parameters on various evaluation criteria is considered. Suitability for post-processing can be evaluated in terms of cost, quality and time. Therefore, test specimens are built and parameter impacts on material consumption as well as the post-processing time is examined. Furthermore, the roughness of the parts is analyzed and used as an indicator for the removability of the support structure. In addition, warpage is measured and the impact of the parameters on this criterion is examined. The resulting advantages highlight the capability of AM to become an inherent part within the product development. However, process specific challenges such as a high surface roughness, the stair-stepping effect or geometrical deviations inhibit the industrial establishment. Thus, additively manufactured parts often need to be post-processed using established manufacturing processes. Many process parameters and geometrical factors influence the manufacturing accuracy in AM which can lead to large deviations and high scatterings. Published results concerning these deviations are also difficult to compare, because they are based on several geometries that are manufactured using different processes, materials and machine settings. It is emphasized that reliable tolerances for AM are difficult to define in standards. Within this investigation, a uniform method was developed regarding relevant test specimens to examine geometrical deviations for Laser Beam Melting (LBM), Fused Deposition Modeling (FDM) and Selective Laser Sintering (SLS) in order to derive geometrical tolerance values. The manufactured test specimens were measured using tactile and optical systems to examine the occurring geometrical deviations. An interesting scenario is the formation of an information network where group members individually sponsor costly links. Suppose that ceteris paribus, an outsider appears who aims to disrupt the information flow within the network by deleting some of the links. The question is how the group responds to this common enemy. We address this question for the homogeneous connections model of strategic network formation, with two-way flow of information and without information decay. For sufficiently low linkage costs, the external threat can lead to a more connected network, a positive common enemy effect. For very high but not prohibitively high linkage costs, the equilibrium network can be minimally connected and efficient in the absence of the external threat whereas it is always empty and ineffi cient in the presence of the external threat, a negative common enemy effect. For intermediate linkage costs, both connected networks and the empty network are Nash for certain cost ranges.}}, author = {{Hoyer, Britta and Haller, Hans}}, journal = {{Journal of Economic Behavior & Organization}}, pages = {{146--163}}, title = {{{The Common Enemy Effect under Strategic Network Formation and Disruption}}}, doi = {{10.1016/j.jebo.2019.03.011}}, volume = {{162}}, year = {{2019}}, } @article{22652, author = {{Hämisch, Benjamin and Büngeler, Anne and Kielar, Charlotte and Keller, Adrian and Strube, Oliver and Huber, Klaus}}, issn = {{0743-7463}}, journal = {{Langmuir}}, pages = {{12113--12122}}, title = {{{Self-Assembly of Fibrinogen in Aqueous, Thrombin-Free Solutions of Variable Ionic Strengths}}}, doi = {{10.1021/acs.langmuir.9b01515}}, volume = {{35}}, year = {{2019}}, } @article{22653, abstract = {{

Due to the tremendous success of the DNA origami technique in the academic field, considerable efforts currently aim at the translation of this technology from a laboratory setting to real-world applications, such as nanoelectronics, drug delivery, and biosensing. While many of these real-world applications rely on an intact DNA origami shape, they often also subject the DNA origami nanostructures to rather harsh and potentially damaging environmental and processing conditions. Furthermore, in the context of DNA origami mass production, the long-term storage of DNA origami nanostructures or their pre-assembled components also becomes an issue of high relevance, especially regarding the possible negative effects on DNA origami structural integrity. Thus, we investigated the effect of staple age on the self-assembly and stability of DNA origami nanostructures using atomic force microscopy. Different harsh processing conditions were simulated by applying different sample preparation protocols. Our results show that staple solutions may be stored at −20 °C for several years without impeding DNA origami self-assembly. Depending on DNA origami shape and superstructure, however, staple age may have negative effects on DNA origami stability under harsh treatment conditions. Mass spectrometry analysis of the aged staple mixtures revealed no signs of staple fragmentation. We, therefore, attribute the increased DNA origami sensitivity toward environmental conditions to an accumulation of damaged nucleobases, which undergo weaker base-pairing interactions and thus lead to reduced duplex stability.}}, author = {{Kielar, Charlotte and Xin, Yang and Xu, Xiaodan and Zhu, Siqi and Gorin, Nelli and Grundmeier, Guido and Möser, Christin and Smith, David M. and Keller, Adrian}}, issn = {{1420-3049}}, journal = {{Molecules}}, pages = {{2577}}, title = {{{Effect of Staple Age on DNA Origami Nanostructure Assembly and Stability}}}, doi = {{10.3390/molecules24142577}}, volume = {{24}}, year = {{2019}}, } @article{22655, author = {{Ramakrishnan, S and Shen, B and Kostiainen, MA and Grundmeier, Guido and Keller, Adrian and Linko, V}}, issn = {{1439-4227}}, journal = {{ChemBioChem}}, number = {{22}}, pages = {{2818--2823}}, title = {{{Real-Time Observation of Superstructure-Dependent DNA Origami Digestion by DNase I Using High-Speed Atomic Force Microscopy.}}}, doi = {{10.1002/cbic.201900369}}, volume = {{20}}, year = {{2019}}, }
